An investigation into the actions of the Department of Main Roads in relation to noise and safety issues concerning the Pacific Motorway.

This investigation considered the administrative actions of the then Department of Main Roads (DMR) in upgrading the Pacific Motorway (1997-2000). Specifically, it examined its decision to construct some sections of the motorway with a concrete pavement rather than an asphalt one, and noise levels associated with the motorway. The investigation found that DMR’s response to the noise barrier was unreasonable and incomplete, and that DMR failed to keep adequate records of the reasons for decisions in relation to the type of pavement used.
